  Moje preference je cist  vse v nejake forme HTML 
 Ne vse stoji za stazeni a HTML ma mnoho vyhod (jako je cut and paste) pro 
neformalni diskusi.

  Nicmene jsem si ten navrh precetl - a zde je par specifickych poznamek
 
(  vetsinou v AJ  aby se usnadnilo  jejich predani autorum navrhu)



Specific comment to formulation of EUPL:

Article 3: Licensor nabidne zdroj ....

  A co kdyz to neudela?
 Do they mean
a) If source is not provided, then work is not issued under EUPL 
or b) Licensee, by acceptance of the license, is bound to offer source, when 
he becomes a licensor? (which is already covered by copyleft clause).

How do you define 'easily and freely'  ..
 does it means "without registration" as in GPL?
does 'as long as' means even after copyright expired?

Article 4: Limitations to copyrights  (to ??)

This article reminds me of the  EU Constitution 
(Je zcela nesrozumitelny)
 

    ...  exclusive rights of the rights    ?? 'king of kings' ?  
    ...  rights or other limitations       ??  'my family and other animals'

Even if one adds missing commas, it is not clear what they mean.

 I guess they are trying to say that EUPL does not take away those rights 
which the user already has anyway,
 like using software after its copyright expired?
 
If it is  needed at all, it can be said in more clearly.

Article 11: Information to public

Many of these conditions are unnecessary, e.g.
 Geographical address,
 list of languages,..
...

GPL functions fine without these data.

Instead, drafters of EUPL may propose a standard -
 an XML form for distributors of software
and/or one public data-base, where people 
who want to distribute EUPL software could
enter their 'public key, web-site, email, current version,...'

License could require (or preferably just recommend) that anyone who 
distributes mods to EUPL software enters those data into EUPL database. 

 It is not clear if intent of including article 11 in the license itself
is to make possible to reconstruct complete 'chain of custody' of any copy of 
EUPL software. 
For example: If I download a copy of EUPL software and give UNMODIFIED  a copy 
of it to a friend,
 did I became a Licensor and MUST add my name address, list of languages I may 
speak,..  to the long list?

Finally, I would not call it EUPL. 
 There are many form of PLs, artistic, mozilla, ..

It may be possible to pick existing one and just add an article on 
jurisdiction.
If there is none which would satisfy all requirements (which ones?), then 
issue a new universal variant, so people outside of EU can use it as well. 

Those are just suggestions, of course.
