mod_cgi_sugid

Hack to mod_cgi.c to be able to run CGI's under another user/group id.

This will roughly emulate the UserId and GroupId entries of the CERN
server Protection schemas for CGI's.

It has been tested on
        - HP-UX 9.x and 10.x
        - Linux 2.0.x

With the following Apache releases
        - 1.1.x
        - 1.2b7,8
