Is PHP with Oracle a good choice?

Very well. It supports older Oracle interface (functions beginning with
ora_) and new interface OCI which can be used with Oracle 7 & 8 if you
have installed client libraries from Oracle 8.

Maybe price of the Oracle database.

Because MySQL is free, Oracle is commercial. MySQL will run on 486
machine with 16 Mehs of RAM, Oracle needs much more powerfull machine.
On the other hand Orcale have many features that MySQL lacks.
