It's to allow them to do things like clean shutdown without having
to use the root password.  However, I have tried to make no bones
about the fact that this is probably equivalent to root access --
we allow this sort of thing generally only on the console where
people can get root access anyway.  It is possible to secure the
console, and one of the things that we explicitly recommend that
people do when they secure the console is turn off userhelper.
