PostgreSQL + setlocale + zle triedenie slovenskych znakov

Zase to skoncilo na tom istom mieste, samozrejme, ze som predtym daval tiezl
multibyte :-)

(uz z toho tak troska nevladzem)

(dole prikladam error vypis pri make, configure prejde ok)
