Nemáte povolenu komunikaci z eth0 na eth1 pro pakety se stavem 
RELATED,ESTABLISHED, tedy nějak takhle:

/sbin/iptables -A FORWARD -i eth0 -m state --state RELATED,ESTABLISHED 
-j ACCEPT
