I had a problem with the 'Config.Sys' command files=199 until I found an
undocumented feature in Windows Me was recently revealed that lets you 
add the FILES=xxx functionality. What you need to do is add the line 
PerVMFiles=199 to the [386Enh] section of system.ini.
