[Fedora TeX Live] /usr/share/texlive/texmf-config

The texlive-base RPM creates the above directory incorrectly, so
texconfig-sys doesn't work.

        $ ls -l /usr/share/texlive/texmf-config 
        lrwxrwxrwx. 1 root root 20 Dec 16
        19:47 /usr/share/texlive/texmf-config -> %{_sysconfdir/texmf}

Now that we have the mailing list, where should we file actual bugs?
