Please report the fontspec dependency issues upstream (tex-live at tug.org).

Upstream tend to add only hard dependencies to packages that affect
basic function of package being dependent. If this is the case please
report it there.

The reason for some dependencies not being satisfied completely is that I
use the upstream metadata with various hints (heuristics of *.tex
files shipped within a package) to generate proper dependencies. This
heuristics is rather simple at the moment and recognizes only:

\RequireCitationStyle{}
\RequireBibliographyStyle{}
\RequirePackage{}

commands in a TeX file. If you are aware of any other reliable
patterns how to properly add dependencies from XeLaTeX sources then
please let me know.

Thanks,
Jindrich
