[Fedora TeX Live] Unable to locate latex.fmt

Hi - I am on a somewhat new sys admin job at a university.  I inherited a Fedora 13 (64 bit) setup from my predecessor that included Texlive which has worked well for a while now.  Every now and then I run updates and push them out to clients.  My updates last week broke Texlive though:


[stufed3 at fedoratest 101 ~]$ latex syl_281_s2011.tex 
This is pdfTeX, Version 3.1415926-1.40.11 (TeX Live 2011/dev)
 restricted \write18 enabled.

kpathsea: Running mktexfmt latex.fmt
I can't find the format file `latex.fmt'!


[root at fedoratest ~]# rpm -qa | grep texlive-base
texlive-base-2010-14.20110105.fc14.noarch


Researching the issue I was presented with a number of different commands to run:

texconfig init latex
texhash
fmtutil --missing
fmtutil-sys --missing (as root)

None of them fixed the problem.

On a machine before the update (texlive-base-2010-12.20101018.fc14.noarch):

# locate latex.fmt
...
/var/lib/texmf/web2c/pdftex/latex.fmt


After the update this pdftex directory is gone.

I noticed this problem has been asked before here but no solution presented other than to possibly completely reinstall texlive:
