It would help to know what exactly is required for gnuplot-latex.
XeTeX itself is definitely not. Maybe there is some file that used to
be part of texlive-texmf-xetex, but definitely not XeTeX itself. (Of
course it compiles with XeTeX, but there is no reason why XeTeX should
be a strict requirement.)
There is a bug report, but description of resolution is not sufficient:

(it might be best to ask the author)
I don't have version 4.4 at hand, only 4.6, but the only file that is
remotely connected with xetex is
pgfsys-xetex.def
which should be part of TikZ (or pgf).
