[Fedora TeX Live] Hyphenation patterns disabled on upgrade

Hi.

I have a problem related to upgrade and hyphenation: Whenever TeXLive 
packages get upgraded, hyphenation patterns for everything else than 
English are disabled.

The cause of the problem seems to be that the language.dat and 
language.def files owned by package texlive-hyphen-base get overwritten 
with the defaults when that package is upgraded. The language-specific 
packages (texlive-hyphen-<language>) contain post-install scripts that 
augment language.d{at,ef}, but they do this only when the package is 
installed for the first time.

How is this supposed to work? Should the %post scripts modify the said 
files also on upgrade or should the files be marked with %config in the 
RPM spec, in order to prevent RPM from overwriting them?
