StartServers by melo byt <= MaxSpareServers a >= MinSpareServers jinak
to nedava smysl.

Napr. pri tomto nastaveni se mi pri startu apache spusti 5 procesu:

MinSpareServers 5
MaxSpareServers 10
StartServers 5
