IMHO Kylix Open Edition ještě není releasenutý, takže asi nikde.

Jestli hledáte nějaký open source delphi-like program pro Linux, tak se
zkuste podívat na lazarus.freepascal.org
Momentálně je Lazarus "in heavy development", ale vypadá nadějně.
