Taky me to napadlo a tak jsem se po tom podival. U RFC 1738 je
napsano (info z www.ietf.org):

Category: Standards Track
This document specifies an Internet standards track protocol for the

Kdezto u RFC 1945 (HTTP 1.0):
Status: Informational
Category: Informational
This memo provides information for the Internet community. This memo
does not specify an Internet standard of any kind.

ale! RFC 2616 (HTTP 1.1):
Status: Draft Standard 
Category: Standards Track This document specifies an Internet
standards track protocol for the Internet community

Tedy jediny rozdil mezi RFC 1738 (udavanym jako standard
ministerstvem) a RFC 2616 (definujici HTTP 1.1 - ktery ministerstvo
povazuje za nestandardizovany) je tedy v statusu "Proposed Standard"
versus "Draft Standard". 

Je tedy jedno "mene standardni" nez druhe?

Co se tyce HTML, tak mam ten dojem ze W3C publikuje HTML jak
'doporuceni'. Nicmene jsem nasel link na standard ISO/IEC 15445:2000
(http://purl.org/NET/ISO+IEC.15445/15445.html) ktery definuje jakousi
podmnozinu HTML 4 jako standard... Ale do teto chvile jsem o tom
neslysel a myslim ze nejsem sam ;-)
