ClamAV-0.88.2 is not running at port number 3310 in Fedora core 4

Hi !
I am trying to run the ClamAV-0.88.2 anti virus at port number 3310 in
Fedora Core 4. But it is not running at this port.
If i telnet at 3310 i am getting the following:

Now if i do the telnet i get the following.
[root@ funnyboy  ~]# telnet localhost 3310

I have installed ClamAV-0.88.2 following the documentation which comes
with it. I have installed ClamAV-0.88.2 in my fedora from the 'root'.
The steps that i followed is  below:
1.[ root na funnyboy ~]#groupadd ClamAV
2.[ root na funnyboy ~]# useradd -g clamav -s /bin/false -c "Clam
AntiVirus" ClamAV
then i have extract the archive clamav-0.88.2.tar.gz in the /usr/local
directory.
Then i have done the following:
[ root na funnyboy ~]#cd /usr/local/clamAv-0.88.2
[root na funnyboy ClamAV-0.88.2]#./configure -sysconfdir=/usr/local/etc
(because i want to keep the ClamAV configuration file in the
/usr/local/etc folder)
[root na funnyboy ClamAV-0.88.2]#make
[root na funnyboy ClamAV-0.88.2]#su -c "make install"
[root na funnyboy ClamAV-0.88.2]#./configure -enable-milter
[root na funnyboy ClamAV-0.88.2]#clamd
ERROR: Please edit the example config file /usr/local/etc/clamd.conf.
ERROR: Can't open/parse the config file /usr/local/etc/clamd.conf.

After that i have configured the /usr/local/etc/clamd.conf file
following the
instruction of /usr/local/clamAV-0.88.2/docs/man/clamd.conf.5 file

And after configuration of clamd.conf my configuration file is look
like:
