That is not exactly true. You want to separate files installed by the
system from files installed by admin (let's say that University
provides some packages that are not available in official TeX Live; or
let's say that TL becomes outdated and admin wants to update a few
packages system-wide). When TeX Live package is updated, one doesn't
want to lose local modifications and admin should not install to each
user's TEXMFHOME.

In my opinion this should be fixed. You don't need to populate
texmflocal, but you should at least support creating one.
