[Fedora TeX Live] tex-substr missing

Hi Ankur

Thank you for the file. It will solve my problem for now.

I have no idea if the problem is in my network, in the fedorapeople.orgserver,
or somehow in their connection.

For debugging purposes:

I have almost no knowledge in networking protocols, but maybe the "substr"
url is causing some problems along the way.
