[Fedora TeX Live] pdflatex doesn't work after upgrade

I think this is a well-known issue which seem to happen on every single
upgrade. I don't know whether this is being worked on though.

Does https://bugzilla.redhat.com/show_bug.cgi?id=745765#c1 help you?

Essentially: Edit the lines in
/usr/share/texlive/texmf/web2c/fmtutil.cnf that are within the pdftex
section and remove the "#!" in front.
