Oh I seem to find the solution/walkaround. Manually update ls-R by:

    sudo mktexlsr

Then texdoc will work normally.

Then here is another question. Can we have the command run in the post-
install script of rpm package? tlmgr of TeX Live from CTAN will run
mktexlsr and updmap after every install/update.
