[Fedora TeX Live] Quick-and-dirty package of biber (+ dependencies)

So, a small update on this: I've now created a fedorapeople repo for these
packages at http://repos.fedorapeople.org/repos/mef/biber/. You should be
able to download the .repo file and then do "yum install biber" -- F18 only
for the moment.

I may still try to push these through review, but again, if anyone else
feels the urge, feel free. :)
