The relevant map file for pplrij is fpls.map, which is in the psnfss
package.

The OP should do 

  grep fpls.map `kpsewhich updmap.cfg`

(note the *back* quotes!)

and tell us whether 

Map fpls.map

is returned.  Also whether

  rpm -q texlive-psnfss

is successful.
